incidents.

defined risks and concerns.

federal, state, local and industry resources during emergencies

awareness of problems and resources, to expand the use of mutual aid
agreements, to encourage greater inter-agency, inter-jurisdictional and
industry involvement and cooperation

preparedness, and thereby public protection in general
